Inverters regulate their operation and are more economical & quiet, ideal for home swimming pools. On/Off ones are mainly recommended for large/professional installations.
The COP depends on the air temperature: in the conditions of the panel measurement it reaches ~16 at partial load, while with colder air it is lower. Every 1 kWh of electricity yields multiple times more heat — much more economical than an electric heater or an exchanger.
